Selected Publications
Over the course of my academic and policy career, I have worked across economics, population health, economic evaluation, health systems, statistics, public policy and the measurement of value. The publications below are a selection rather than a comprehensive bibliography. They include both influential work and papers that represent intellectual questions that have been particularly important to me.

Stenberg K, Lauer JA, et al.. Cost Effectiveness and Resource Allocation. 2018.
Technology & Models
The paper below is included because it represents a longstanding interest in the processes underlying mathematical and statistical models: not only what a model predicts, but what underlying dynamic process could generate the pattern observed. More recently that interest has extended to artificial intelligence, computational modelling and the economic consequences of rapidly changing technological capabilities.
Connecting Logistic Probability Models With Basic Dynamic Processes

From the Archive
Before turning to economics, I spent several years doing clinical research in neurosurgery at Johns Hopkins. One paper from a rather different life:
Hemispherectomy: a review
Carson BS, Lauer JA, Guarnieri M. Neurosurgery quarterly. 1996. 1996, 6:155-175.
